It is an inseparable condition at a certain age to meet in the bars of a certain age, in the bars of a lifetime, old and ancient destinations, to lean your buttocks on the usual table and indulge in tireless games of cards or other old-fashioned games. Those old bars, which continue to summon their avid players find obstacles in Seville, where it is forbidden to play dominoes or dice on their terraces. Although there are several actions that in Seville, and even at national level, carry surprising fines.
The Seville Ordinance that includes fines for using dice or playing dominoes
Thus, that immortal picture of a handful of grandparents in the middle of a passionate game of dice, on paper, is not allowed in the Sevillian capital since 2013.
In this regard, the Seville City Council approved on July 25 of the year in question the Ordinance Against Noise Pollution, Noise and Vibration.
Listening to the clattering of chips or dice after breakfast, although they allowed to savor memories of other times, are not a reality in the capital of Andalusia, at least from the legal point of view, for ten years now.
The law, which prevented parishioners from enjoying traditional games in the open air, caused a lot of controversy.
Noise was one of the reasons given by the government at the time, as reflected in the document. The document states that “any type of game or activity likely to generate noise impact, such as dice, dominoes and the like” is prohibited .
Games are not the only ones to be affected on paper. In theory, you should not eat or drink standing upright in the bars either. Or dragging kegs of beer around establishments or bumping butane gas cylinders to warn of the arrival of the truck.
Not surprisingly, all kinds of controversies were stirred up a decade ago. Along with those mentioned, the Ordinance includes other prohibitions that are difficult to apply in a city like Seville, such as singing, shouting or playing an instrument in the street if this causes a nuisance; or driving a car with excessively loud music.
Faced with such a fateful regulation, Seville and its idiosyncrasy are imposed without negotiation. And it is possible, despite having a somewhat questionable rule (and possibly unknown to many Seville hoteliers), to continue to cross with games of dominoes al fresco.
In any case, the ordinance provides for penalties ranging from 300 to 300,000 euros for generating noise in the streets of the city.
Dogs forbidden to be left tied up in the street.
On the other hand, the Animal Welfare Law, approved in March 2023 with entry into force in September of the same year, implemented taxing measures against animal abandonment.
One of the most controversial is Article 27, which states that it is penalized to leave a dog tied up in the street without supervision.
Specifically, the law prohibits “keeping them tied up or wandering in public spaces without the supervision of the person responsible for their care and behavior”.
In addition, it informs that failure to comply with this is considered a minor infraction that can be fined from five hundred to ten thousand euros”.
Driving in flip-flops or without a shirt: up to 200 €.
In the middle of the summer, dressing up in what you need to travel a short distance in a coastal destination may sound a common and tempting practice.
However, driving shirtless, in a bathing suit or flip-flops can carry fines of between €8o and €200 .
And is that, although the highway code does not expressly prohibit such practices, from the DGT argue that it is a dangerous practice. In this regard, they argue that it conflicts with the precepts of road safety contained in articles 3.1, 17.1 and 18.1.
The articles in question relate to freedom of movement, constant attention and a clear field of vision.
Nail biting or arguing in the car, up to 500 €.
Other fines covered by the DGT that apply beyond Seville have to do with distractions at the wheel.
Putting on make-up, drinking water, eating a snack or biting one’s nails, in case of compromising attention to the road, can lead to a penalty of 100 euros.
Likewise, generating an obvious danger in these cases, including during an argument, and in the judgment of the traffic officer, can cost up to 500 euros and six points on the driver’s license.
