Scooter mobility is the order of the day, and these vehicles are proliferating everywhere in Seville, with restrictions being tightened by the Seville City Council as of Wednesday, February 25, 2026. The regulations governing the use of scooters in Seville have been modified with the aim of regulating their safety.
The three key changes that come into effect today
The new regulations, which come into force this Wednesday, include the following mandatory points:
- Helmet and vest. These are nolonger a recommendation. It is mandatory to wear an approved helmet and reflective vest. Scooters can only be ridden on bike lanes at speeds of less than 15 kilometers per hour, reduced to 10 km/h in areas shared with pedestrians, and with a power output not exceeding 250 W.
- No parking on the sidewalk. It is no longer possible to leave your scooter next to a tree, a lamppost, or in the middle of the sidewalk. You can only park in designated areas.
- Minimum age. The limitremains at 15 years of age, equating it for safety reasons to the minimum age for driving a moped.
How much are the fines under the new scooter regulations in Seville?
The new table of penalties is divided into three levels according to the severity of the offense:
- Minor (€50 to €100): parking illegally (on sidewalks, around trees, on street furniture, or in bike parking areas).
- Serious (€101 to €200): not wearing a fastened helmet, not wearing a vest on cycle paths with a PMV exceeding 250 watts, or being under 15 years of age.
- Very serious (€201 to €500): this is the highest level, reaching €500 in the most serious cases.
In any case, it is still mandatory to have civil liability insurance, a vehicle registration certificate, and to be registered with the DGT. The consumption of alcohol, drugs, or the use of headphones is still strictly prohibited.
